A newly approved bill could increase electricity savings for retirees, pensioners and senior citizens living in Panama.
Panama’s National Assembly has approved Bill 226 in its third and final debate, introducing several updates to the benefits established under Law 6 of 1987 for retirees, pensioners and senior citizens.
One of the most notable changes involves the monthly electricity discount for a beneficiary’s primary residence.

Under the rules currently in effect, qualifying residential customers receive a 25% discount on monthly electricity consumption of up to 600 kWh. Consumption above that amount is billed at the regular rate. This benefit is reflected in Panama’s current electricity tariff regulations and originates from Law 6 of 1987 as amended by Law 37 of 2001. (Gaceta Oficial)
Under Bill 226, the discount would increase to 30%, while the covered monthly consumption would rise to 700 kWh for the beneficiary’s primary residence. (La Prensa Panamá)
That means qualifying residents could receive both a larger percentage discount and an additional 100 kWh of monthly consumption covered by the benefit.
More Benefits Are Included
The bill goes beyond electricity. The approved proposal also introduces or expands discounts in areas such as water, internet, cable television, mobile phone services, sanitation fees, healthcare products and professional services, among others. (La Prensa Panamá)

Is the New 30% Discount Available Yet?
Not yet.

However, as of August 29, 2026, the new benefits should not yet be treated as being in effect. The bill must complete the remaining legal process, including Executive sanction and official publication, before residents should rely on the new 30% electricity discount.
For now, the existing 25% discount up to 600 kWh remains the applicable reference.
